Why the UN is not punishing Iran for the abuses of the rights of children and refugees?

Few days ago, the Iranian media published the pictures of the graves of four Afghan child, killed in the Syrian war (please see the photos below). These pictures are another demonstration of the Iranian abuses of the Rights of the Child and the Rights of the Refugees. It is necessary to remember that Tehran has signed the Convention on the Right of the Child (in 1994) and the Optional Protocol to the Convention on the Rights of the Child on the Involvement of children in Armed Conflict (in 2010). Both these two agreements, obliges signatories to protect the refugee children and to do not use child soldiers. UN must act strongly against the Iranian regime, forcing Tehran to end its illegal behavior.
